CCHS Parents Association (abridged) Meeting Minutes
(a copy of the full minutes is available upon request)
Monday, January 12, 2004
Welcome/Introductions/Announcement-Diane Payne
Principal's Remarks-Art Dulong
Discussion focused on the school budget for FY2005. Refer to attachment - CCHS: Superintendent's Recommended Reduction List DRAFT for details. In summary: The submitted DRAFT CCHS budget, $17,249,477 barely covers level services. Addition of $70,000 for a new school bus and a request for a new administrative software package (scheduling, attendance, demographics, data elements for state, etc) is included. As of today the school committee has voted to recommend a budget of $16,844,079 eliminating personnel director, 1 SPED coordinator, other coordinator positions, the subsidy to Adult & Community Education and many other reductions.
The FinCom is recommending a budget of $16,633,877 necessitating additional reductions in art, music, health/fitness, SPED tutors, co-curricular activities funding, and the athletics budget (increasing athletic fee/athlete/sport from $75 to $180)
To achieve funding at the levy limit we will need to eliminate the senior project, the career ed counselor (counsel students not intending to attend college), CCHS contribution to the salary of the director of the radio station and all interscholastic athletics as well as reduce ELA remediation staff (MCAS remediation) and the co-curricular area (maintain activities inherent in our culture such as spectrum, unity newspaper; and those competitive with other schools such as math team,
Next step: The school committee and various town boards continue to discuss support before the vote at town meeting. Parents are encouraged to keep talking, keep listening and engage in public statements regarding budget levels to support. There will be an override request and parents are urged to become active to pass the override.
Becky Shannon, school committee member, reported on a report contracted by the League of Women Voters studying Voter Patterns in Concord. The results of this study indicate that parents with children in town are voting less frequently than voters from homes without children. Parents are encouraged to vote in town elections and ballots and to lobby for public education funding from our state government. See attached Voter Patterns in Concord report.
SPED is 27.9% of total budget. During the past six years the school has increased enrollment 14%, from approximately 800 students to the present population of over 1200. SPED increase is not due to an increase in students requiring services but rather an increase in costs billed to our system from outside SPED
All parents and interested town members are greatly encouraged to get out and vote and to look beyond the town issues and lobby for state and federal budget changes.
Approval of Minutes from November 3, 2003.
