[CCHS] new driver regulations

	i received the attached letters from the commissioner of education. i
believe they are really addressed to parents and students, but sent to me
with the expectation that I would forward it along. They are important for
you to share with anyone who has recently got a driver's license or anyone
who will get one in the future.
